1. Purpose of this manual
This manual is published in terms of section 51 of the Promotion of Access to Information Act, 2000 ("PAIA"). It describes the categories of records held by Impahla Properties ("Impahla", "we", "us") and explains how to request access to those records in accordance with PAIA and the Promotion of Access to Information Regulations, 2021.
PAIA gives effect to the constitutional right of access to any information held by the State and, where appropriate, by private bodies, that is required for the exercise or protection of any right.

6. Categories of records available on request
Impahla holds records relating to its operations. Subject to PAIA and other applicable law, the following categories may be requested (access is not guaranteed and may be refused on lawful grounds):

7. How to make a request for access to records
A requester must complete the prescribed Form 2 (Request for access to record) under the PAIA Regulations. The form is available from the Department of Justice and Constitutional Development or the SAHRC.
7.1 Submission
- Submit the completed Form 2 to the Information Officer at admin@impahla.co.za
- Provide sufficient detail to enable us to identify the record(s) requested
- State the form of access required (e.g. inspection, copy, transcription)
- Indicate whether you wish to be informed in any particular manner
7.2 Identity and capacity
The requester must provide proof of identity. If acting on behalf of another person, proof of authority (e.g. power of attorney) must be furnished.
7.3 Timeframes
We will respond within 30 days of receipt of a valid request. This period may be extended by a further 30 days where the request is complex or voluminous, with written notice to the requester. If we refuse access, we will provide written reasons and inform you of your right to internal appeal and to lodge a complaint with the Information Regulator or SAHRC.
8. Prescribed fees
Fees payable in terms of the PAIA Regulations (as amended) include, among others:
- Request fee: The prescribed fee for submitting Form 2 (payable before processing; amount per current Government Gazette tariff)
- Access fee: Additional fees for reproduction, search, and preparation time as prescribed
- Deposit: We may require a deposit for the estimated cost of reproducing the record before granting access
Current fee schedules are published in the Government Gazette under the Promotion of Access to Information Regulations. Contact the Information Officer for the applicable amounts at the time of your request. Fees may be waived or reduced in certain circumstances in terms of the Regulations.
9. Grounds for refusal of access
Access to a record may be refused on grounds permitted by PAIA, including where disclosure would:
- Unreasonably infringe the privacy of a third party
- Prejudice commercial, financial, or confidential business information
- Endanger the life or physical safety of an individual
- Be contrary to the provisions of any other law
- Defeat the purpose for which the record was created
10. Remedies if a request is refused
If your request is refused (in whole or in part), you may:
- Lodge an internal appeal with the head of Impahla (or designated appeal authority) within 60 days
- Apply to a court for appropriate relief under PAIA
- Lodge a complaint with the Information Regulator (www.inforegulator.org.za) or the SAHRC

This manual is available:

- For inspection at our offices during ordinary business hours (by appointment — contact the Information Officer)
- In printed form on request, subject to reproduction fees
